2. He's right, Bush doesn't really know what's going on, he reads speeches
and not very well. It reminds me of the stories of Reagan's "handlers" manipulating his emotions to get him to "sign off" on one of their schemes - "sign off" meaning Reagan would say "that's horrible, we need to do something about that". They'd take that as carte blanche for whatever criminal activities they wanted to do. Bush Sr. pardoned everyone in the end.
