According by David Ray Griffin, a philosopher at the Claremont School of Theology who has investigated 9-11 in a book:

It is standard operating procedure to intercept flights that are off course or whose transponders aren't on.

When golfer Paine Stewart's private plane went off course, it was intercepted 18 minutes after being off course. There are roughly 100 flights per year intercepted.

He says that there was 42 minutes notice on September 11 before the plane (if it was a plane) crashed into the Pentagon, the most defended bldg on the face of the earth, and calls that "incredible."
