Did Prince Abdullah threated to crucify terrorists?

In his "Amnesty" speech, did Abdullah issue a clear threat that terrorists in the Kingdom of Saudi Arabia would be crucified?

An analyst on the bbc last night offered that opinion based on the phrase "those who spread sedition in the land" which he sad was a passage from the Qur'an.

The beeb has a partial transcript of Abdullah's speech. I assume the relevant phrase is "The state is determined to fight all terrorist ideas or actions that spread corruption on earth, making security a target of their criminal deeds."

The relevant passage seems to be 5:33,

The punishment of those who wage war against God and His Apostle, and strive with might and main for mischief through the land is: execution, or crucifixion, or the cutting off of hands and feet from opposite sides, or exile from the land: that is their disgrace in this world, and a heavy punishment is theirs in the Hereafter.
