http://www.hti.umich.edu/l/lincoln/); you'll find no such statement by the 16th President.
And if this doesn't convince, spend a year or three studying the life and times of Mr Lincoln. Once you've a firm grasp on the character and nature of the man, and an appreciation of the troubles he faced to wage war, you'll understand why Mr. Lincoln
would never have made such a reckless statement in his lifetime. Unlike the present occupant of the White House, words meant something to Mr. Lincoln, and he never used them without considerable thought for the message they conveyed.
