If it turned out that Mr. Northern had some publicly available information -- say, he has an arrest sheet that is available via a police website, or he had once filed to run for public office and had registration forms available from the Texas Secretary of State's office or he has a blog where he foolishly provides personal contact information -- would it be allowable to post only a link to this information?
