15. Yes, you could be right.

I went back and checked Cheney's original quote. It could be 1 of 2 things:
a) a way to label anyone who would go against spying. They've done this countless time: if you disagree, you're a traitor. "You're either with us or against us". It's a form of manipulation.

b) It could very well be a veiled threat. He's getting the word out there that anyone who disagrees will be dealt with.

But with Cheney, it could be both!
