Is the premise that Shrub disclosed himself as a lawbreaker in the one speech? And post #14 says that "rogue" implies that the subject was "above board" at one point, meaning that he degenerated into BECOMING a rogue.

The dictionary definition doesn't contain the connotation of BECOMING roguish: being a rogue is a condition of being, static and immutable::

I submit that he was ALWAYS a rogue---with his ugly and arrogant character, his belief in his and his class' being exempt from the laws, his "joking" references to the advantages of dictatorship, his RULING from Day 1 AS IF he had a mandate----all of it, all of him, always.
