...they can become systemic, leading to a series of totalitarians that would be forgettable were not for the atrocities they inflict on their own populace. To maintain power, a dictator must control the options of those they seek to dominate. Since it is logistically impossible to control all options available to a populace, it is important to control that populace's PERCEIVED options, as those are equally effective and far easier to institute.

Total control of the media, constant and pervasive fear, limited education and poverty are all means by which such a "leader" can control a population's perceived options. If only I could come up with a real world example...
