In fact, Terror occupies all of Washington DC. The landing craft moved in around the end of September 2002 and Terror disembarked. You can't cross a street or spit in the Potomac without hitting Terror. Terror was so pleased at this quick capitulation that 1600 Pennsylvania Avenue became the occupying Terror Army's headquarters.

In fact, like all occupying armies, Terror settled in. Most people in Washington were pretty used to rubbing elbows with Terror on a daily basis. The press and the politicians got used to bowing down to Terror. That is, until Terror started to abuse the residents, dragging people into the darkness and leaving them in the alleys, bloody and bruised. That's why you're seeing a reaction against the American surrender to Terror in the press these days. It isn't a big reaction - it doesn't pay to anger Terror too much - but it's at least something besides bowing and scraping to Terror.
