Well actually, Fed, State & BLM equipment as well as private contractor equipment. But the winds would most likely be the reason planes are grounded, like you say.

On a side note, the problem with just calling in masses of firefighters is management teams. Firefighters can't just spread out on their own, they have to be working within the overall plan of the management team. And there's only so many firefighters that can be deployed before you start having firefighters in the wrong areas, without enough communication with management, and have them end up dead. This is just a horrible situation and everybody is doing their best.
