9. You can't be kicking people out of the UN
The whole point of it is for there to be a place where ALL nations, nice and nasty alike, have a forum to discuss issues and grievances instead of merely sending in the troops first.

If I were to be asked how to improve the UN, I'd suggest decreasing the power of the permanent members of the Security Council, and increasing the power of the General Assembly, but I know there are many who'd hate that idea.
