31. Not necessarily. Where I shop for groceries, the baggers
have plenty to do. They only collect carts during a lull or when they have brought a customer's groceries out to the car. They would have jobs even if everyone were considerate enough to put their own carts in the cart return.

And at places like Target, there isn't a job specifically for collecting carts. It's a secondary duty.
