They need to charge for the Visa and Mastercard fees they pay. The guy at the local market told me the pay about 15 cents per Visa transaction they make. And some people buy a candy bar for 65 cents with a Visa and the store actually loses money on the sale. $20 seems a bit over-the-top for a minimum but I understand the reasoning. I doubt they want to piss you off, but I would imagine we just don't understand the entire reason for their policies.
