US flag. I vaguely remember from HS history that it's because Texas was a sovereign nation before it became a state.

One place I worked at flew the flags at equal level and got a few complaints occasionally, until it was explained that it is part of our state Constitution and/or part of our statehood agreement.

found this on google:

When the state and United States flags are displayed at the same time, they should be flown on flagpoles of the same height, and the flags should be of approximately equal size. The United States flag should be displayed to the United States flag's right, that is, the observer's left. However, when it is necessary for the state and United States flags to be flown from the same flagpole, the state flag should be displayed underneath the United States flag.

And yes, you are right, there are a lot of Texans who would say they are Texans first and Americans second, there is so much state pride wrapped up in our education and state culture. We are taught from a very young age that it is something special to be born in Texas (as if anyone has any control over that!). I don't understand why I feel the way I do about Texas, but I love it. and I hate it at the same time. But I have a Texas flag hanging in the living room of my house here in CA, and not a US flag to be seen anywhere. Sorry, it's unexplainable.
