There is a distinction. It is not certainly not portraying all Turks as terrorists.

So far 24 has showed Mexican terrorists. American terrorists. Russian terrorists. They have pretty much showed terrorists across the spectrum so far.

Maybe not the smartest thing in the world to portray terrorists of Middle Eastern origin at this point, but it's not like they have been "picking on" the Arabs.
