I've gone back to a liquid, though if I'm in a hurry the minerals come in handy.

I agree with the suggestions to try regular exfoliation (I use Mary Kay's Microdermabrasion one or twice a week), and see if that improves the look and feel of your foundation.

For primer, I really like Laura Geller's Spackle. It's very smooth and luxurious. I like the Smashbox primer too, but I think I like the Spackle even better.
