4. Imagine getting arrested and hauled to jail.
At your arraignment, the prosecution tells the judge: "Your honor, the defendent is of legal drinking age. He has a driver's liscense. We conclude that he has the potential of being a drunk driver, so we decided to arrest him before he could commit the crime.

I'd say that's pretty close to the case Bush is trying to make to the American people.

The prosecution is going to be extremely busy trying cases with this logic.
