There is advice and consent to protect the American people from having unqualified or unsuitable people appointed to important posts.

The president gets to pick the cabinet he wants, but not someone that the country thinks (through its congresspersons) cannot do the job.

I can't agree with anyone who falls for such a quixotic rationale for letting Al Capone choose his gang with impunity.
