The Bush administration is not special. It's not a "oh my god, how did they know!!!!!!" moment. This is what governments/corporations/kingdoms/whatever have been doing since they were created. It's a concentration of power. That is why those entities exist.
How could Orwell and Huxley have known?!?!?!?!?!?! They paid attention to how power works. Same with V for Vendetta.
The only thing this movie might say is that the problem is far bigger than the Bush administration, and goes far deeper into the past than just the last 5 years.
