You're forgeting a few very important things.

-The repukes would never allow us to kick out both Cheney and Bush at the same time. They'd get Cheney to quit first and replace him with someone else who hadn't commited any impeachable offences so that they'd keep the whitehouse until the 08 elections.

-We'd need Repuke support to kick out Bush. If we didn't have it then first the repukes would filibuster any attempt by the house to start the impeachment, and would vote against it in the senate.

-If we handle starting up impeachment and the impeachment charges the wrong way it could backfire and help the repukes. (For example I recall reading a while ago that a lot of people wanted to impeach Bush for vetoing the war spending bill with a timetable for withdrawal, a perfectly legal thing well within Bush's power as president to do. Charge Bush with stuff like corruption and violating international law by invading Iraq instead).

That said though, I'm all for impeaching and kicking out Bush. We'd set a bad example of how you can get away with blantently violating the law like Bush, and would allow people to paint a nice rosy picture of Bush's reign by not having to talk about him being impeached for high crimes he commited.
