19. What is an endorsement?
An endorsement is a show of support for a candidate with volunteers and contributions as an organization. It is not binding on the members.

Not knowing the procedure used by the Culinary Workers my perception would be for the union officers to conduct an endorsement meeting. The meeting should at a minimum consist of representatives from each of the local unions.

My preference would be to only endorse for the General Election. Why? If an organization endorses a candidate in the Primary they would also make the maximum contribution allowed. If the candidate does not become the nominee for the General Election both the organization and nominee lose. The candidate is not likely to receive the maximum allowable contribution from the organization because unions do operate with limited funds regardless of what others might say. If the organization waits until the nominee is decided they still have the option to contribute during the primary and general election cycle to ONE candidate.
