Is relying the White House and the Republican author to "interpret" a bill the best way for our Senator (and now candidate) to decide to vote to go to war?
Barack Obama voted Present on bills he thoroughly understood and understood the reasons for the votes. There is political calculus at play. In many instances Obama voted Present to provide cover for embattled democrats to vote no. Voting Present is tantamount to voting no since only Yea votes count positively towards passage.
