It would not have mattered even if it was forced upon them. While the Florida legislature has control over the primary date, the Florida Democratic Party alone has control over the Florida Delegate Selection Plan. The FDP could have chosen to ignore the state primary that was "forced" upon them and used a different delegate selection process. The most plausible options would have been either a caucus or a party run primary similar to what New Mexico had. While a caucus would have brought the same objections from the Clinton campaign we have seen from other caucuses, the party primary option really has no valid arguments against it. There would have been costs involved, but the DNC would have been happy to help. It really does not matter if the primary was forced upon them or not, the state party has control over their delegate selection process.
