4. Yup - neocon policy in the 1980s was to support strongmen & elites
because "democracy was not possible in the ME". So that means you have to then support tribal & religious sects. Or people talk amongst themselves and demand democracy. Saudi Arabia ran around for 30 years encouraging Islamism so that the poor would be kept busy.

That worked really well!
