I e-mailed both senators before I phoned them. I get all nervous on the phone, too, but remember you'll be speaking most likely to some secretary and not the senator himself or herself. I'd've fainted if Mikulski answered, she's my hero.
Hey, Mikulski's secretary is really nice, if you're a Marylander...
