3599.19. Misconduct of judges and clerks of elections in polling place.
(9) Alter or mark or permit any alteration or marking on any ballot when counting the ballots;

Also, the attachment of labels to a ballot violates the manufacturer's specifications for ballots.
Diebold Ballot Specifications Rev 2.0 Feb 24 2003
Section 1.10 No labels or other adhesive materials shall be placed on the ballots.
