How fascist is HAVA?

I don't think I've seen this discussed previously and it really just hit me today...amid myriad indications of fascism's creep even back in 2002, HAVA is a fantastic, sensational, maniacally evil bit of legislation that connects government and business in a way that is a hallmark of fascism...I mean really, is HAVA anything more than a strong arm tactic of the federal government, forcing local governments on the county level to do business with partisan corporations?...the disabled voters HAVA purports to support are just another scapegoat like Osama, Saddam, commies, gypsies or any other minority group...scapegoating, of course, is another of fascism's hallmark traits as are bogus elections.
