Harm reduction under a health care model is the alternative to the failure of the criminal justice model that has eroded our rights and ushered in the police state.

I would read up on the Vancouver Plan- http://cannabisculture.com/articles/4573.html

There is a similar plan drawn up by lawyers? concerning the drug policies of the state of Washington that is a little over a year old I believe. But if you are serious about change I would contact the people at L.E.A.P. and get some speakers and advice- http://www.leap.cc/
