21. The quick and obvious answer, where the secret was,
is that the US isn't the center of everything and everybody's world. I know it must come as a shock that US politics isn't the end-all of existence.

It's been known that transactions in and out of the US are monitored. But the work around is obvious: Don't wire money from NYC to Karachi, Pakistan. Wire it to London, and have a friend in London wire it onward; tell the friend to keep his nose clean, and nobody'll suspect him. Or, even better, since the Brits may be sympathetic, wire it to a friend in Yemen, and have him wire it to Pakistan. Yemen probably wouldn't cooperate with *, at least not quickly or efficiently.

But most likely the wire transfers, indicating amount, who's sending the money, from where and to where, would be in SWIFT's database. Each account, each person, each transfer would be a dot. Most dots are meaningless. Some aren't.

But you can't connect dots if you don't have any.
