The bottom line is that the public has leveled specific charges against Bush and Cheney. These charges are not going anywhere. Members of Congress are sworn to defend the Constitution against threats. Threats have been put before them. Their duty demands that they

Many of the cases for impeachment include too many items and a lot of unnecessary complexity. Bush and Cheney have been committing war crimes and conducting their criminal surveillance program in plain sight. A simple, clear, and compelling, case for impeachment need only encompass those "high crimes." A more limited, but powerful set of articles will be far more effective than a laundry list of detailed (and perhaps disputable) items. Although they should limit the articles they put before the Senate, all the outrages belong in the court of public opinion. Impeachment is a political, not a legal, process. Public opinion will drive the outcome, whatever the specific charges.
