He is an unpopular Republican governor running for re-election who must woo party loyalists who will raise money and knock on doors for him while at the same time reminding them, as state Sen. Abel Maldonado, R-Santa Maria (Santa Barbara County), noted, "to please understand that there are a million more Democrats than Republicans in this state, and a Republican hasn't been elected governor in a general election in 14 years.'
