Public school employees cannot smoke on school property, though it is legal off-site. They cannot imbibe alcohol, though it is legal off-site. They cannot curse with impunity, though it is legal off-site. They must have a sticker to park, though off-site, one is likely not required.

IOW, this is most definitely an employer/employee issue, NOT a 1st Amendment one.

Although one COULD add to that sticker: "And I got it on e-Bay for only $24.99."
