It looks to me like he meant future presidents of the U.S.

Asked about full troop withdrawal from Iraq, Bush told a news conference: "That of course is an objective and that will be decided by future presidents and future governments of Iraq."

Grammatically, that could mean either. But it most directly means A) "future presidents" AND B) "future governments of Iraq". Otherwise, he would have said "future presidents and governments of Iraq". Besides, he would have no reason to differentiate between future presidents of Iraq and future governments of Iraq. The principle is the same.

Not that he's a master of grammar. But I think his meaining was clear: he's not going to make that decision; he's going to leave it up to his successor or successors.
