So, somebody cares. Still, it's rough sledding when no crime has been committed here, and the person is in foreign jurisdiction. You can bet that the 30-year old man responsible for this mess knew every loophole in the law before he took off with young Porseha. While not mentioned in the article, I was surprised to learn that minors from 14 to 17 can apply for passports on their own, and as long as they have all the proper identification to apply, they may be able to get one without a parent present or approving. "For security reasons, parental consent may be requested."

May be. Ugh. Whose Bright Idea was that? First we had that kid who wanted to experience Iraq taking off by himself, now this poor child.

I hope for a happy outcome, but I'm not optimistic.
