At least the introduced resident ones are, anyway. Canada Geese in Ohio are traditionally migrants, breeding up in Canada (hence the name). One of the ODNR's bright ideas was back when it looked like Canada Geese were headed for the endangered species list, they decided to help out the hunters and introduce some Branta canadensis to the state. However, they picked a subspecies of B. canadensis maxima that isn't migratory, so now they've become a nuisance.

Go figure.
