So if Iran is fined 2 billion for the 83 attack, why not Saudi Arabia for 9/11? [View All]

So if Iran is fined 2 billion for the 83 attack, why not Saudi Arabia for 9/11?

Seems like the same line of thinking should hold, Saudis mostly responsible for 9/11 and provided much of the support for OBL. If we scale it up the same way they should owe, say, around 40 billion.
