...and that is: September 11 is a good day for terrorism.
Maybe there is some truth to the thought that an attack on 9/11 will have more impact than on any given day, but the annual raising of the threat level is a lot like going to church only at Christmas. It is safe to assume that if there is a terrorist potential, they would want to bomb us all year 'round and not just in September.
If this is the best the CIA can come up with (every year) then either they are as incompetent as they lead us to believe, or there simply isn't anything more exciting to report.
Of course the two options are not mutually exclusive.
