San Diego is being attacked from the outside in, whereas New Orleans was torn apart from the inside out.

San Diego proper is still up and running, the government is still in the city, we still have cops, we still have firefighters, we still have jobs, stores are still open, and, shit, I just went out to dinner in La Jolla. Those who have lost their homes can still rely on a structurally sound social network; there are plenty of San Diegans willing to take care of the displaced for the time being.

New Orleans was another story altogether. Everything was completely destroyed while the authorities were completely crippled by their inability to organize under such conditions.
