The proposed constitutional amendment, with its goal of finding cures for cancer, had wide bipartisan backing in the Texas Legislature. Supporters include Republican Gov. Rick Perry, former Democratic Comptroller John Sharp, cycling champion Lance Armstrong and the American Cancer Society.

Until Adams raised the issue of embryonic stem cell research, critics of the bond proposal had attacked the idea on the grounds that it is fiscally irresponsible.

He said it was never the intent of backers to turn the cancer research proposal into a ruse for funding embryonic stem cell research. He said the University of Texas M.D. Anderson Cancer Center's president has indicated cancer research can progress without embryonic stem cells.

In a legislative debate over the proposal earlier this year, Republican Sen. Jane Nelson of Lewisville, a vocal supporter of Prop 15, told Republican Sen. Dan Patrick of Houston that it's not the intent of the proposal to use it as a vehicle for embryonic stem cell research.
