"beliefs" of these activists that "suggest" Rumsfled "fled" are not attributed to the organizations that actually filed the complaint. Those organizations know that just filing a complaint doesn't automatically result in an order to detain or arrest.
There's no byline to the article or anything in it to indicate that the claim of Rumsfeld "fleeing" wasn't any more than unsubstantiated "beliefs" or "suggestions" by some people or just something simply pulled out of someone's butt and slapped on the internet.
