10. In Ohio, I suspect it goes back a long ways, and especially with punch cards.

Ohio law required rotating the candidates to the top of the list. So, voting the wrong precinct, OR switching ballots between precincts, alters the vote outcome. This needs to be analyzed statistically for all past Ohio punch card voting. A method, probability sorting, is proposed here:
