Nobody had to mount warheads on the missiles. They were already there. Not all of the ACMs have been de-loaded, and for that matter not all of them are scheduled for decomissioning.

"Stonewalling on my requests for answers"... bullshit. I can claim that the White House is stonewalling on my requests to know whether George Bush has a pumpkin for a head, but the fact that I'm not a notable enough person to get my questions addressed doesn't translate as "stonewalling."

And actually, they HAVE enunciated on the alarm systems. However, that doesn't mean much when a crew is authorized to remove neutered ACMs from the same bunker where the loaded ones are stored.

Because they were never removed. The crew was supposed to pick up six dead ones out of the bunker, and they picked up live ones instead.
