He enacted long overdue federal reforms, but also undid all the progress Roosevelt and Taft did on civil rights. His plans to run for a third term in 1920, despite having only partially recovered from his 1919 stroke, were downright pathetic. But his handling of the war was spot on and his plans for the League were truly visionary. His specific plans for Yugoslavia (called Jugoslavia back then) laid the foundation for Milosevic's ethnic cleansing. There's no doubt that he inspired a generation of young Europeans, many of whom would go on to fight against Hitler and help rebuild Europe.
He's got to be the hardest American historical figure to figure out.
