In fact, fluoride's efficacy as a dental aide was discovered
because people in places where the water had high levels
of fluoride (such as Lubbock, Texas) may have had mottled
teeth but they also had very, very few dental cavities.

A dosage rate was then determined which provided the
dental benefits but avoided the mottling and bone-
embrittlement that occurred with mega-doses of
fluorides.
