It appears that everything "should" be archived since 2003. Before that, they might have less granularity of snapshots for earlier periods prior. Some email might be missing between those snapshots if it was sent and all copies everywhere deleted before the next retained snapshot.
Not enough information to really evaluate how big a problem this really is.
