1. Whether he thought he did or not, he didn't have the authority to do so
While the President can declassify information that was originally classified by the Executive Branch, the identity of CIA NOC agents is classified by the act of Congress that created the CIA. The President cannot declassify information that was classified by Congressional statute. At least that's how I understand it.
