There will be a percentage who will turn into hooligans. That's no reason to tarnish the entire group. And as you said, they should differentiate between wilding and flash mobs because they're not the same thing. Most of the teenagers are just gathering in a crowd, like they used to shove people in phone booths or cruise the strip.
How do people forget their teen-age years and turn into old grouches. Arrest the ones misbehaving, like we suggest they do with terrorists and other individuals who are labeled demographically.
