I think it is because that is the first line of defense for everyone. It's the first thought most of us would have.

Plus, having us push for low-income housing doesn't help that particular person on this particular day. Those who know her and care about her CAN help her on this particular day.

That is why everyone asks that same question.

THEN they'll think about the next line of defense.
