The only context he ever was open to it was as a way to get the 60 votes to pass the climate change bill that ultimately weans America off oil. In 2008, he was the only politician who credited voters with enough intelligence to explain that the small amount of US oil could not change the price for oil, an international commodity.

He clearly spoke of needing to know exactly what happened here and how to insure it won't happen again before more wells are drilled.
