It's clear now that there was no planning for this. The oil industry is one of the richest industries with great resources available, and yet it didn't take step one to plan for dealing with this kind of event. And the government didn't do anything either. All those guys with grease under their fingernails and the suits who back them up are just greedy total assholes. They'd krap all over their own back yards if they thought they could get oil out of it.
